Although your third argument has been effectively and even (gruesomely) discredited by Maciamo, I think your first two points, circumstatial yet very real, are good reasons to doubt the repeated massacre. But what would happen if the US pulled out? Also, being dispersed may also encourage certain readical Japanese to attack foreigners, expecting negligible resistence. Just for argument's sake.
