This article (sorry cannot post direct link so : news.bbc.co.uk/2/hi/asia-pacific/6944342.stm ) says that China has started a "huge relocation project that saw 290,000 rural people - 10% of Tibet's population - moved into new homes last year alone".
Everybody says that the Chinese governement abuse Tibetans, but maybe they can also do good things for them, can't they ? The article says that "the annual per capita income for rural Tibetans increased by 17.2% last year". This is more than the Chinese average ! They could not do that if the central governement was not helping them. I do not think BBC is making pro-Chinese propaganda.
