Yeah it is Propaganda.
But what the pictures have shown is also true.
My younger brother was in the PLA, and he confirmed these pictures.

I think the OP wants to say that an army/national guard is not only there for defending the country from military attacks, but also for saving people from natural disasters.

It would be suprising if almost every country in the world didn't do the same. :)

You catch it,but very shallow.... I think he just want to tell you that --under the communist's control,PLA will belong to all the citizens forever not just to the rich....PLA is all the chinese people's force only,and will do what the people want
them to ....:-)
