The question is simple but the answer requires careful consideration. There are so many cities in China it is hard to say. Then I don't expect that many people have seen all China. I certainly haven't. But judging from what I read and hear, the truly interesting cities are : Shanghai (http://en.wikipedia.org/wiki/Shanghai), Suzhou (http://en.wikipedia.org/wiki/Suzhou), Hangzhou (http://en.wikipedia.org/wiki/Hangzhou), Nanjing (http://en.wikipedia.org/wiki/Nanjing), Wuhan (http://en.wikipedia.org/wiki/Wuhan), Hong Kong (http://en.wikipedia.org/wiki/Hong_kong), Guangzhou (http://en.wikipedia.org/wiki/Guangzhou), Shenzhen (http://en.wikipedia.org/wiki/Shenzen), Guilin (http://en.wikipedia.org/wiki/Guilin), Kunming (http://en.wikipedia.org/wiki/Kunming), Chongqing (http://en.wikipedia.org/wiki/Chongqing), Chengdu (http://en.wikipedia.org/wiki/Chengdu), Xi'an (http://en.wikipedia.org/wiki/Xian), Harbin (http://en.wikipedia.org/wiki/Harbin), Ürümqi (http://en.wikipedia.org/wiki/%C3%9Cr%C3%BCmqi), Lhasa (http://en.wikipedia.org/wiki/Lhasa), Taipei (http://en.wikipedia.org/wiki/Taipei) and Beijing (http://en.wikipedia.org/wiki/Beijing).

Many of these cities are industrial and not very pretty. Hong Kong and Shanghai are the nicest modern cities. Harbin feels a bit Russian, so exotic. Guilin is ugly but has very beautiful mountains around it. Xi'an is the nicest historical city I know in China.

I suppose that "clean" does not refer to the air, especially in Beijing.
